2nd Baronet. He graduated from Corpus Christi College, Oxford. He was a practising barrister. He held the office of Justice of the Peace (J.P.) for Cambridgeshire. He succeeded to the title of 2nd Baronet Briscoe, of Bourn Hall, Bourn, Cambridgeshire on 1 May 1919
